The Ministry of Agriculture, Sea Fisheries, Rural Development and Water and Forests has allocated an amount of 420 million dirhams for the protection of plant and animal capital in the Oriental region.
Many agricultural and forestry development projects were launched this weekend in the oriental region. Mohammed Sadiki, Minister of Agriculture, Marine Fisheries, Rural Development and Water and Forests, who was in the region on an on-site visit, actually proceeded to the inauguration of completed projects, the launch of the carob planting project as part of Forêt du Maroc , monitoring the progress of the implementation of the exceptional program to reduce the impact of the Oriental region’s rainfall deficit, and committing to partner with the Oriental Regional Council to reinforce mitigation measures for the impact of the water shortage.
At the level of the headquarters of the Wilaya of the Oriental Region, the Minister chaired a working meeting devoted to the presentation of the hydrological situation at the level of the region and progress in the implementation of the program to reduce the impact of rainfall deficit for the region, the part of the extraordinary program put in place by the Government in carrying out the High Directives of His Majesty King Mohammed VI. was introduced to mitigate the impact of the rain deficit on the agricultural sector and to support affected farmers and herders.
The meeting focused on the presentation of all components, the implementation methods and the control of the program.
Regarding the axis of protection of vegetable and animal capital, the Ministry has allocated an amount of 420 million dirhams to launch the measures and actions defined in all provinces.
The animal capital protection component includes the distribution of 1.5 million quintals of subsidized barley at a fixed price of 200 DH per quintal, the distribution of 80,000 quintals of compound feed for ranchers, the vaccination and treatment of 4.28 million animals of sheep, goats and camels, the treatment of 53,500 beehives against varroosis, and the watering of farm animals through the development and equipment of 40 water points and the purchase of 164 towed flexible tanks for the benefit of breeders, in addition to the development of routes for a budget of 15.9 million dirhams.
The plant capital protection and water scarcity management component involves equipping and renovating the irrigation systems around the perimeter of the small and medium-sized hydraulics, as well as supplementary irrigation, in order to stabilize the 20,000 ha orchards newly created as part of solidarity agriculture.
In the case of the multi-risk agricultural insurance axis, the insured area for cereals and legumes exceeds 100,000 ha.
In order to strengthen measures to mitigate the impact of water scarcity, especially on animal and plant resources, a partnership between the Ministry of Agriculture, Marine Fisheries, Rural Development and Water and Forests and the Oriental Regional Council was initiated by signing an agreement. The agreement affects the 8 provinces of the region and allows for the convergence of measures for greater efficiency.
The Minister paid a follow-up visit to the Sidi Moussa relay center for the distribution of subsidized barley as part of the program to reduce the impact of the rainfall deficit for Oujda-Angad Prefecture.
Starting from a budget of 40.7 MDH for the first axis, the program to reduce the impact of the rainfall deficit of Oujda Angad prefecture provides for the distribution of 143,750 Qx of subsidized barley in favor of breeders, the distribution of 18,960 Qx of compound feed, vaccination and treatment of 23,000 head of sheep, goats and camels, treatment of 2,460 beehives against varroosis, water points for cattle watering by creating and l equipping 7 water points, distribution of 5 drawn cisterns, development and sanitation of 1394 ha and complementary irrigation of 4447 ha of tree plantations.
At the level of Al Mahssar, the territorial municipality of Guenfouda, the minister launched the program for the development of the carob sector in the province of Jerada for the period 2021-2030, part of the national strategy “Forests of Morocco 2030”. The program aims to restore forest ecosystems, conserve water and soil, develop income-generating activities, create wealth for the benefit of local people, and develop the carob value chain in Jerada province. On this occasion, the minister started planting 300 ha of carob trees at a cost of 6 MDh.
In Ain Beni Mathar, Jerada province, the minister inaugurated a new center for artificial insemination and biotechnological reproduction of sheep and goats. Installed on an area of 100 m2 for a total cost of 2 MDh, the visited Center for Artificial Insemination and Biotechnology of Reproduction of Sheep and Goats of Ain Beni Mathar allows the development of seeds of the best parents of sheep and goats within sight the production potential of animals and the profitability of herds. It also participates in the conservation of the Béni Guil breed and in improving the genetic performance of the breed, contributing to the analysis and diagnosis of diseases in collaboration with ONSSA services.
On this occasion, the course development program at the provincial level of Jerada for the period 2021-2022 was presented. At a total cost of MDH 14.21, the program notably includes the planting of 600 hectares of forage shrubs, the construction of two cattle shelters and the development of 34 water points equipped with a solar pump system. This program aims to improve farmers’ income, create jobs, develop and rehabilitate pastures, and conserve water and soil.
In addition, the Minister took note of the implementation status of the program to reduce the impact of the rainfall deficit for the province of Jerada, which includes 7 relay centers for the distribution of barley for the benefit of 11 territorial municipalities. These are the distribution of 225,000 Qx of subsidized barley, the distribution of compound feed for milk producers, the vaccination of 450,000 sheep and goats, the watering of livestock through the creation of 4 new water points, the development of 17 water points with solar energy pumping system and the purchase of 10 towing tanks. It is also about the development of courses and the conservation of agricultural land, as well as the complementary irrigation of 1240 ha of fruit trees (olives and almonds). An area of 20,000 ha is insured for grain multi-risk insurance.
At the level of the same municipality, Mohammed Sadiki visited the installation project of a hydroponic barley production unit. Hydroponic barley technology is based on the perfect combination of all the parameters involved in the germination and growth process to achieve high zootechnical performance. He then visited a 108-hectare farm supported by the Agricultural Development Fund as part of Collective Land Mobilization. With a total cost of 8.4 MDH, the farm is planted with rose plants and equipped with Drip. The objectives of this project are to encourage agricultural investment, to introduce Rosaceae arboriculture to the region, to increase agricultural production (gardening and forage crops) and to improve living conditions and create jobs.
The Minister of Agriculture, Marine Fisheries, Rural Development and Water and Forests then initiated the confiscation of the Ras El Ain perimeter after its rehabilitation and initiated the construction of the hydro-agricultural network. With an investment sum of 70 MDH, it is about the modernization of water distribution and irrigation canals on an area of 1150 ha, from which 1300 farmers and breeders will benefit. This project will help rationalize the use of groundwater resources, create jobs and improve farmers’ incomes.
